Write your Senators and Tell Them to Vote Yes on the CRA

In May 2025, the U.S. House of Representatives passed H.J. Res. 88, a Congressional Review Act (CRA) resolution to overturn the Environmental Protection Agency’s (EPA) waiver that allows California, and 11 other states that follow its lead, to set their own vehicle emissions standards.

Now, the resolution is up for a vote in the Senate – and we need your help.

Write your Senators to urge them to vote YES on the CRA resolution.

What’s at Stake?

EPA’s waiver allows states to enforce the Advanced Clean Cars Act II (ACCII), a zero-emission vehicle (ZEV) mandate that:

  • Requires 35% of all new vehicles sold in 2026 to be zero-emission
  • Increases that requirement each year until fully banning gas vehicles in 2035
  • Impacts 12 states, which together represent 40% of the U.S. new car market

Why Toyota Opposes the ZEV Mandate:

  • EVs are more expensive than hybrids and gas-powered vehicles
  • Consumer choice shrinks as hybrids and ICE models are forced out of the market
  • Drivers will hold onto older, less fuel-efficient vehicles longer

The Senate has the chance to stop this unrealistic mandate, protecting affordability and consumer choice, and still supporting efforts to reduce carbon emissions.
